Welcome to the Orchard Knolls HOA web site.  In order to keep the members of the community informed, the Board of Directors has decided to publish the minutes of the monthly meetings and other important information on this site.  



New Roof Installed 15628 Blackberry Drive

We have approved a NON-Cedar roof for this home.  Montgomery County regulations state that an HOA cannot force a
homeowner to install a NON-*Class “A” roof (Cedar) on there home, but CAN require that the roof mimics the appearance
of cedar shakes and fits into the look of community.

After much research we approved the DaVinci roofing materials in “Mountain” color installed in “Slightly Offset - Straight” fashion.

If you want to replace your roof with this material you are still required to fill out an ARC request with all the documents / cut-sheets from the installer.  The ARC / BOD will review and reply in a timely manner.

We will discuss this in detail at our next Annual Meeting. We will need to update the ARC Guidelines to reflect this change


* Class A is a level of fire retardancy. Cedar is NOT Class A.

  • Speed Signs - Recently Richard Schinner contacted Montgomery county regarding the speeding problem along Blackberry Drive and the posting of speed limit signs.  He received 2 letters in response that we'd like to share with the community:


  • Animal Control - We have had recent complaints about pets not properly leashed, defecating (not scooped) and continuous barking.  At our Oct 14th meeting our guest speaker, Officer Herb Emerson of Montgomery County Animal Control, relayed some important information.  Please read the details in the minutes.  He provided us with an Affidavit that can be used to issue an Order to Correct or Civil Citation that a homeowner can use to help correct constant problems with pet owners that disregard animal control ordinances.  You can download the Affidavit here:

  • Animal Cruelty - Officer Emerson also left some information about animal cruelty and a new County Resolution (No. 14-1340) recently passed by the County Council.  This resolution pertains to the tethering of animals.  This is a 6 page resolution and can be downloaded here:

  • Town home Exterior Color Scheme - This document contains the color schemes that all townhouse owners should follow when making changes or repairs to their home.  As always, you must submit an ARC application when make such repairs or changes. You can get the ARC application below.

  • Architectural Review Committee (ARC):   As you all know if you plan to change the outside of your home you have to fill out and submit an ARC application.  Applications are then reviewed by the ARC, which follows a set of guidelines.  A majority vote is required to approve an application.  The ARC and the HOA Board of Directors are conducting a semi-annual walkthrough of the community which includes finding violations of this rule.  Please take the time to apply ahead of time.  If you need an ARC APPLICATION it is available in PDF format or HTML format.
