I.                    CALL TO ORDER

The Monthly Meeting of the Orchard Knolls Homeowners Association (hereinafter OKHA) was called to order at 7:30pm on May 13, 2002 by President Richard Schinner.

 

II.                  APPROVAL OF MINUTES

A motion was made, seconded and passed approving the DRAFT Minutes of the April 2002 BOD Meeting.

 

III.                OLD BUSINESS

 

LANDSCAPE RFP

Lee’s Tree Service has agreed to replace the trees on Blackberry Drive.  Three 10-12 foot Norway spruces are to be put in to each circle.  Insurance claims have been made to cover the cost (estimated at $2600).

 

POTOMAC GARDEN CENTER

The complaint process is temporarily on hold while negotiations continue and the appropriate staff persona at Montgomery County is on leave.

 

NEW FIRE STATION FACILITY

The County has agreed to heavily screen the structure and loading dock with fencing and landscaping and repaint the sides of the building visible to OK.

 

ARCHITECTURAL REVIEW COMMITTEE (ARC)

Approved the deck at 12012 Cherry Blossom Place, has sent a notice to the owner of 15726 Cherry Blossom Lane regarding replacement of the tree on that property, is reviewing the history of the review process which according to recollection included:

1                    ARC established by original developer

2                    Under control of HOA as of ‘89

3                    New guidelines produced in ‘99

The BOD decided to revert to the original guidelines and determined that a top-to-bottom review is necessary.

 

Potential of many new ARC requests due to storm damage of 5/2/02.  The BOD will send out alerts and explanation of potential problems with contractors.

 

MISCELLANEOUS ISSUES

Tot Lot repairs-underway with contractors selected to paint equipment and install a new merry-go-round.  Delivery expected within 6 weeks.

 

Discussion about traffic safety concerns (Speed bumps?  Signage?)

 

State Highway Department update on Route 28 improvements

 

Update on the behavior/relationship problem at 12011 Cherry Blossom Place.  HOC will be contacted for direction and assistance.

 

OKHA Annual Yard Sale will be held on Saturday, June 1st in conjunction with the Church Yard Sale.  A flier with details was sent via US Mail to every homeowner and distributed by hand to every property in OKHA.

 

IV.                ADJOURNMENT

 

The next meeting of the Board of Directors will be held on Monday, June 10th, 2002 at 7:30pm at a location to be determined.  All property owners and residents are welcome to.  Your input, via letter or email, is always welcome.

 

There being no further business, the BOD of OKHA was adjourned at 9:25pm.

 

V.                  ANNOUNCEMENT

 

Effective May 29th, Secretary Ken Frank has resigned from the BOD.  The OKHA is always looking for participation in the community.  For further information, contact any Board Member.
